MA State House Considers SAF Tax Credits in Supplemental Budget Bill
The MA Supplemental Budget Bill, currently in Conference Committee since 4/23/26 includes a provision for $30 million in tax credits for so-called “Sustainable” Aviation Fuels (SAFs) over three years in the House version of the bill (H.5280).
SAF industry PR promises guilt-free flights for travelers -- but they won’t be carbon-free. If they worked, we’d support them, but data shows that current forms of SAFs would actually increase carbon emissions and cause a torrent of cascading harms.
“Sustainable” Aviation Fuel (an industry term) is used to justify the massive private jet expansion at Hanscom, as well as airport expansions elsewhere, and the continuous growth of commercial flights.
Here’s why SPJE and other critics are urging the Conference Committee and the Governor to reject current forms of SAFs and SAF tax credits:

SPJE’s SAF Analysis Team made a significant impact at the May 14th 2025 Joint Committee hearing.
On Tuesday, May 14th, members of the SPJE Coalition delivered compelling testimony to the Joint Committee on Telecommunications, Utilities, and Energy (TUE) regarding bills S.2251 and H.3576, "An Act Relative to the Just Transition to Clean Energy."
Our experts clearly articulated the concerns with these bills' presumption that Sustainable Aviation Fuels (SAFs) are clean, green, and readily available alternatives to conventional jet fuel - a misconception that needs correction as policymakers consider these important pieces of legislation.
